Role Objective

The environmental protection team works with other departments in consulting, planning, permitting, arts and events, health and housing, local residents and outside contractors to control noise and disturbances. excessive vibrations in the rounding.
The team is responsible for evaluating complex acoustic reports on behalf of planning and providing expert feedback to the planning, based on existing legislation and the local Tower Hamlets plan.
Analysis and approval of the requests of Article 61 of the Pollution Control Act (COPA) 1974 and work exemptions. Regulatory assessments of noise pollution and analysis of sound level meter data using specialized software and field measurements. Compilation of detailed and complex responses to environmental information claims, access to information requests and ombudsman investigations with associated cases.

The team is based within the Environmental Health and Business Standards Department and is able to draw on the resources and expertise of the entire Department.

You will act as a statutory consultant and advisor to other consulting teams such as Planning, Building Control, Licensing and Highways & Engineering on noise and vibration, and liaise with external partners and attend meetings on environmental protection issues, if applicable. good understanding of all relevant noise planning legislation and good practice, including recent guidelines from WHO, IOA, ANC and Defra NPSE (Environmental Protection Act 1990, Control of Pollution Act 1974) and standards (BS 5228, 4142 and 8233), as well as the holder of a specific noise qualification eg MSC / Diploma in Noise and Acoustic Control, this is an essential requirement.
Main responsibilities
You will work within a team dealing with various noise and nuisance problems in search of intervention strategies to ensure compliance with environmental health legislation and improvement of noise levels in the borough. Attend court, prepare prosecution files and testify as needed; you will also participate in PACE interviews.
One of the roles will be mainly dedicated to examining development requests and examining s61 requests. You will need to be motivated and appreciate the Council’s broader agenda on issues that impact the local environment. Terms & Conditions
You will need to demonstrate recent experience providing feedback on large scale planning applications. You will have recent experience in conducting complex noise / pollution surveys, including detailed site measurements, analysis and interpretation of acoustic reports.
Detailed and current knowledge of case law precedents for statutory controls, public nuisances and licenses;
A good understanding of all relevant legislation and good practice, including knowledge of recent guidelines from the revised National Planning Policy Framework from the British Standards Institute, WHO, IOA, ANC and Defra.
Applicants with many years of experience in law enforcement by local authorities or with a relevant diploma or diploma in acoustics will start at the next higher grade.
