
A West Midlands police officer saved a woman’s life after an accident before being hit by the same driver. Paul Neelan was jailed for repeatedly ramming a police patrol car on New Years Day in 2021.
The 30-year-old was imprisoned for eight years and six months. He was found guilty of using a van “as a weapon”. He slapped GBH on two officers and also broke bail for a previous dangerous driving conviction that saw four others hospitalized in 2019.
Judge Andrew Lockhart QC said Warwick Crown Court PC Stuart Neil should be recognized for his bravery. The incident took place in June 2019.

Neelan has offered to be the “designated driver” for three people returning home from a club in Coventry. But he let them beg him to stop – when he started driving uncontrollably through a 30mph zone at speeds between 80 and 103mph.
He ended up crashing head-on with a taxi. PC Neil witnessed the scene and helped save a woman’s life. A year later, he himself would become a victim of Neelan.
A drugged Neelan rammed the Vauxhall Insignia patrol car six times with his Transit van, forcing the car to roll backwards. Although the two officers’ injuries are not life-threatening, they need physical rehabilitation and are “changing the way” they are as cops.
Judge Lockhart also said he wanted £800 paid to PC Neil from ‘public expenditure so he could have a holiday with his family’. He also asked that the cop be commended for his bravery.
